• 2014-3, appropriating $572,250 from the general fund to severance payout reserve fund, and $288,705 from sewer fund (storm water restricted account) to sewer fund. • 2014-4, amending city law to change the city income tax allocation by 1 percent, making it 83 percent of tax revenue to general fund and 17 percent to capital improvements. Motion to suspend the statutory rules of council approved 10-0. Ordinance approved 10-0.
