Resolution adopted 9-1, with Councilman Dan DeLong, R-7, opposed. 030-2026, second reading, resolution seeking membership in the AARP Network of Age-Friendly Communities. 032-2026, one reading only, approving the expenditures made by the auditor's office on the attached list of vouchers which either exceed the purchase order or were incurred without a purchase order exceeding the statutory limit of $3,000: two expenditures to Wright Flood Insurance Company totaling $3,968 and $5,321 for flood insurance. ORDINANCES 2026-076, third reading, as amended, authorizing city administrators to enter development agreements with Casto Findlay LLC and Sunrise Hospitality Inc., both of Columbus, appropriating $1.05 million for the purchase of 21.5 acres of parkland, and declaring an emergency. Ordinance approved 7-3, with council members Rodney Phillips, R-6, Dan DeLong, R-7, and Heather Kensigner, R-at-large, opposed. 2026-078, second reading, authorizing city administrators to apply for and execute grant agreements with the Ohio Department of Transportation for resurfacing Blanchard Street from Tiffin Avenue to Melrose Avenue. The project is estimated at $1.32 million, with 80 % funded by the Federal Highway Administration and 20 % paid by the city. The city's share is included in the 2026–27 Capital Improvements Plan, and declaring an emergency. 2026-079, second reading, authorizing city administrators to waive formal advertising and bidding requirements and enter into a contract with Hohenbrink Excavating LLC, Ottawa, to install a new storm sewer in the east-west alley between Cory Street and South West Street; appropriating $75,000 from the Sewer Fund's stormwater restricted account, and declaring an emergency. Motion to suspend council's three-reading rule approved 10-0. Ordinance approved 10-0. 2026-081, first reading, authorizing city administrators to apply for grant funds for salary and fringe benefits of newly hired, full-time sworn entry-level police officers through the U.S. Department of Justice, and declaring an emergency. The grant would fund up to 75% of salary and fringe benefits with a minimum 25% local match, and the maximum federal share is $125,000 per officer position over three years. Motion to suspend council's three-reading rule approved 10-0. Ordinance approved 10-0. 2026-082, first reading, repealing and replacing Ordinance 2023-087 regarding the practice of engine braking to be prohibited within the corporate limits of the City of Findlay, and declaring an emergency. Motion to suspend council's three-reading rule approved 9-1, with Kensinger opposed. Ordinance approved 10-0. 2026-083, first reading, authorizing city administrators to accept permanent ownership of four parcels of land from the Hancock County Board of County Commissioners as part of continued flood mitigation efforts, and declaring an emergency. 2026-084, first reading, authorizing city administrators to advertise for bids, where required, and enter into contracts for construction of various projects in accordance with the 2026 department equipment list; appropriating and transferring funds for said capital expenditures, and declaring an emergency. The third capital improvements appropriation of 2026 transfers $440,000 from the CIT Fund and $98,000 from the Water Fund. 2026-085, first reading, authorizing city administrators to apply for grant funds and enter into an agreement and related documents with the Ohio Department of Transportation for its Municipal Bridge Program, and declaring an emergency. The program requires a 20% local match for design work and a 5% local match for construction. Motion to suspend council's three-reading rule approved 10-0. Ordinance approved 10-0. 2026-086, first reading, appropriating $225,000 from the Capital Improvement Fund to the Melrose Multiuse Path project.
