Aug. 17, 2026 Resolutions 033-2026, second reading, approving a Community Reinvestment Area No. 3 Agreement with VC Links, LLC and Vision Acquisitions, LLC, both of Columbus, for construction of approximately 454 Class A apartment units at 15733 US 224. The agreement grants a 75% Community Reinvestment Area tax exemption for 15 years on new construction within the project site. 034-2026, one reading only, resolution commending Police Officer Douglas Marshall for the excellence of his services to the city of Findlay, Ohio. Marshall retired July 1 after 25 years of service, including roles as patrol officer, property officer, union president and crisis management team commander. Resolution adopted 9-0, with Brad Wagner, R-at-large, absent. Ordinances 2026-083, third reading, authorizing city administrators to accept permanent ownership of four parcels from the Hancock County Board of County Commissioners as part of continued flood mitigation efforts, and declaring an emergency. Ordinance approved 8-1, with Councilman Dan DeLong, R-6, opposed. 2026-086, third reading, appropriating $255,000 from the Capital Improvements Fund to the Melrose Multiuse Path project, and declaring an emergency. Ordinance approved 9-0. 2026-088, first reading, authorizing city administrators to advertise for bids and enter into contracts for the city's annual sewer cleaning project, as well as the North Towne sanitary sewer replacement, appropriating $10,000 from the Sewer Fund, with $5,000 allocated to annual sewer cleaning and $5,000 to the North Towne sanitary sewer replacement, and declaring an emergency. 2026-089, first reading, authorizing city administrators to advertise for bids and enter into contracts for the replacement of water meters utilized by the City of Findlay Utility Billing Department, appropriating and transferring $200,000 in total, including $100,000 from the Water Fund and $100,000 from the Sewer Fund to Utility Billing's meter replacement program, and declaring an emergency. 2026-090, first reading, cooperating with the Ohio Department of Transportation for the milling and resurfacing of asphalt concrete of the Ohio 568 bridge over Eagle Creek, a portion of which belongs to the city, and declaring an emergency. Ordinance approved 9-0. 2026-091, first reading, appropriating $30,000 in total, including $15,000 from the Water Fund and $15,000 from the Sewer Fund to Utility Billing for payment of a legal settlement, and declaring an emergency.
