Sept. 1, 2026 RESOLUTIONS 033-2026, third reading, approving a Community Reinvestment Area No. 3 Agreement with VC Links, LLC and Vision Acquisitions, LLC, both of Columbus, for construction of approximately 454 Class A apartment units on US 224 East. The agreement grants a 75% Community Reinvestment Area tax exemption for 15 years on new construction within the project site. Resolution adopted 7-2, with councilmen Rodney Phillips, R-6, and Dan DeLong, R-7, opposed, and Councilman Kevin Cullen, R-5, absent. 035-2026, one reading only, accepting the amounts and rates as determined by the budget commission, authorizing the necessary tax levies and certifying them to the county auditor. ORDINANCES 2026-088, second reading, authorizing city administrators to advertise for bids and enter into contracts for the city's annual sewer cleaning project, as well as the North Towne sanitary sewer replacement, appropriating $10,000 from the Sewer Fund, with $5,000 allocated to annual sewer cleaning and $5,000 to the North Towne sanitary sewer replacement, and declaring an emergency. Ordinance approved 9-0. 2026-089, replacement ordinance, second reading, authorizing city administrators to advertise for bids and enter into contracts for the replacement of water meters utilized by the City of Findlay Utility Billing Department, appropriating and transferring $200,000 in total, including $100,000 from the Water Fund and $100,000 from the Sewer Fund to Utility Billing's meter replacement program, and declaring an emergency. 2026-092, first reading, rezoning the Blanchard Valley Health System Eastern Woods Subdivision, U.S. 224 East, from "O-1 Office/Institutional" to "CD Condominium Development District." 2026-093, first reading, authorizing the service-safety director to receive grant funds through the Ohio Law Enforcement Body Armor Program for the purchase of replacement body armor for use by the Findlay Police Department, appropriating $6,068, and declaring an emergency.
