Man indicted for July 18 shooting

A Findlay man was indicted by a grand jury this week for felonious assault with a deadly weapon. The charge is in connection with a shooting that occurred on July 18 in the 700 block of South Main Street. Richard L. Swartz Jr., 32, of 721 Winfield Ave., was charged with one count of felonious assault with specification, a second-degree felony, and one count of having weapons while under disability, a third-degree felony. The indictment alleges that Swartz Jr. knowingly caused physical harm to Jamie Peterman by means of a deadly weapon. The weapon in question is a 9mm Taurus handgun, which he allegedly used to facilitate the offense on July 18. Initially described as a road rage incident, police reported at the time of the shooting that the victim was shot by an unknown male who was a passenger in a white SUV. The victim was treated at Blanchard Valley Hospital for non-life threatening injuries. The charge of having weapons while under disability stems from a 2006 conviction in Hancock County Common Pleas Court Juvenile Division, in which Swartz Jr. was found guilty of aggravated menacing. The charge was brought after Swartz was found with the 9mm handgun on July 20 in Findlay. In other indictments issued Tuesday, a Findlay man was indicted for felonious assault — a second-degree felony — in connection with a stabbing that occurred on April 15, 2019. Dylan B. Skaggs, 28, of 123 Hurd Ave., is alleged to have knowingly caused physical harm to Curtis J. Hughes with a steak knife. Findlay police investigated a stabbing on April 15, 2019, in which a man received multiple minor stab wounds during an attack at his residence at 417 Allen Ave. According to The Courier's reporting at the time, the man was treated at Blanchard Valley Hospital for wounds to the torso, back and arm. Christopher D. Massie Jr., 23, of Tiffin, was charged with tampering with evidence, a third-degree felony. The indictment alleges he altered, destroyed, concealed or removed any record of heroin while knowing an official investigation was in progress on June 3 in Findlay. Nickel T. Council, also known as Nic'kel T. Council, 20, of Orangeburg, South Carolina, was charged with improperly handling firearms in a motor vehicle, a fourth-degree felony, for an incident that occurred July 20 in Findlay. The indictment alleges Council had a loaded 9mm Taurus handgun in a motor vehicle in such a manner that the weapon was accessible without leaving the vehicle. Brittney L. Agurs, 33, of Columbus, was charged with two counts of operating a vehicle under the influence — a fourth-degree felony — for a June 7 incident in Allen Township. The indictment alleges she had a concentration of .408 of one percent by weight per unit volume in her blood serum or plasma. Agurs has been previously convicted of similar offenses: on July 30, 2012, in the Municipal Court of Clark County; on July 16, 2012, in Circleville Municipal Court, Pickaway County; and on November 19, 2018, in Delaware Municipal Court, Delaware County. Jessica M. Clark, 27, address unknown, was charged with failure to appear, a fourth-degree felony. The charge stems from her failure to appear at an October 11, 2016, trial date for a separate case involving two charges, one for possession of heroin and one for identity fraud. Neil J. Walker, 40, of Columbus, was charged with failure to appear, a fourth-degree felony. The charge stems from his failure to appear at a July 29 plea date for a separate case involving aggravated possession of methamphetamine. Michael W. Biltoft, 42, 821 Sky View Drive, was charged with failure to appear, a fourth-degree felony. The charge stems from a failure to comply with conditions of bond in a separate case involving aggravated possession of Methamphetamine. Tereal A. Jones, 27, of 742 Park St., was charged with possession of heroin, a fifth-degree felony. She is alleged to have possessed less than one gram of heroin on May 22 in Findlay. Amber N. Atkison, 41, of Sidney, was charged with aggravated possession of drugs, a fifth-degree felony. She is alleged to have possessed less than the bulk amount of methamphetamine on September 7, 2019, in Findlay.
