The ordinance would allow the city to recoup money spent on the park from the its budget. Ordinance approved 9-1, with Frische opposed. 23-125, second reading, updating regulations for the Findlay Shade Tree Commission. 23-126, second reading, rezoning a parcel on Keith Parkway from "C-2 General Commerical" to "M-2 Multi-Family, High Density." 23-129, second reading, appropriating $1.1 million from the city's general fund to its self-insurance fund, and setting the annual beginning balance of the fund at $2 million, and declaring an emergency. 23-130, second reading, appropriating $189,162 from a Federal Aviation Administration Airport Improvement Program grant as reimbursement to the city for the construction of alternates in the rehabilitation of the Findlay Airport's north apron, and declaring an emergency. 23-131, second reading, appropriating $268,200 from a Federal Aviation Administration Airport Improvement Program grant, and $14,900 from the city's capital improvement fund, to pay for designs to improve a taxiway at the Findlay Airport, 1615 Gray St., and declaring an emergency. 23-132, second reading, appropriating $150,000 from an Ohio Department of Natural Resources Recreational Trails Program grant to improve a stone bike path on the south side of the Blanchard River, from Broad Avenue to River Street, and declaring an emergency. 23-133, second reading, as amended, establishing the salaries for the mayor, auditor and city law director from Jan. 1 to Dec. 31, 2027, and declaring an emergency. 23-134, second reading, as amended, adding a section to the city's water rules allowing for billing adjustments and establishing payment plan rules, and declaring an emergency. 23-135, first reading, appropriating $4,100 from the capital improvement fund to the police department's body-worn camera program, and declaring an emergency. Ordinance approved 10-0. 23-137, first reading, authorizing city administrators to apply for a grant through the Ohio Department of Transportation Aviation Division for the rehabilitation of a runway at the Findlay Airport, 1615 Gray St., and declaring an emergency. The total cost of the project is estimated at $323,000, with the city contributing $39,900. Motion to waive council's three-reading rule approved 8-2, with Frische, and Councilman Jeff Wobser, R-at-large, opposed. Ordinance approved 10-0.
