May 7: Resolutions 014-2024, one reading only, approving expenditures paid by the auditor's office either made without a purchase order or exceeding the limit of $3,000: $16,615 paid to Spengler Nathanson Law, Toledo, for legal services; $7,000 paid to Innovative Software Services Inc., Eaton Rapids, Michigan, for adding McComb's income tax rolls to city's software; $6,196 paid to Cummins Facility Services LLC, Findlay, for cleaning services. Resolution adopted 10-0. Ordinances 2024-38, tabled April 16 after third reading, appropriating $40,000 to contribute to the purchase price of a property in the Swale Park area for flood mitigation, as requested by the Hancock County commissioners, and declaring an emergency. The commissioners will pay an additional $29,000 to meet the total asking price of $69,000. Motion to lift from table approved, 9-1, with Councilwoman Holly Frische, R-1, opposed. Lincoln St. Ordinance approved 10-0. 2024-42, third reading, authorizing city administrators to apply for a grant from the Federal Aviation Administration for the rehabilitation of a runway at Findlay Airport, and declaring an emergency. Ordinance approved 10-0. 2024-43, third reading, appropriating $1.6 million for the second round of capital improvement spending in 2024, and declaring an emergency. Ordinance approved 10-0. 2024-44, third reading, designating the Tall Timbers 3rd Addition Subdivision plat, as approved by the Findlay City Planning Commission. Ordinance approved 10-0. 2024-45, third reading, zoning the Sheetz Distribution site, a 77-acre property at the northwest of the Hancock County Road 212- Allen Township Road 230 intersection, as I-1 light industrial. Ordinance approved 9-1, with Frische opposed. 2024-46, third reading, approving the annexation of the Sheetz Distribution site. Ordinance approved 9-1, with Frische opposed 2024-50, second reading, appropriating $181,000 from the water fund, and $300,000 from the city's Revolving Loan Fund, for a small waterline upgrade, and declaring an emergency. Motion to suspend council's three-reading rule approved 9-1, with Frische opposed. Ordinance approved 10-0. 2024-56, second reading, approving current replacement pages to Findlay's codified ordinances, and declaring an emergency. The pages have been updated to include changes made by council in 2023. 2024-58, first reading, appropriating $38,000 from the city's water fund for the purchase of a replacement generator for the water treatment plant, and declaring an emergency. 2024-59, first reading, appropriating $275,000 from the sewer fund to the West Park Sanitary extension project, and declaring an emergency. 2024-60, first reading, appropriating $5,400 from the water fund to the Blanchard Street and Hemphill waterline replacement project for permits from the Environmental Protection Agency, and declaring an emergency. Ordinance approved 10-0. 2024-61, first reading, appropriating a $2,288 insurance settlement to the Findlay Police Department for repairs of a vehicle that was damaged in a traffic accident, and declaring an emergency.
