50 North seeks loan from city

FINDLAY — Findlay's 50 North is seeking financing for building improvements from the city's Revolving Loan Fund. The revolving loan program typically loans funds to businesses for expansion and improvement, with the money repaid to the fund for use by other companies. Money for the fund also comes from the state of Ohio, through Community Block Development Grants. Legislation that would loan the nonprofit, located at 339 E. Melrose Ave., up to $165,000 for the replacement of a generator and the installation of a security system, was introduced to Findlay City Council during its regular meeting on Tuesday. The agency provides programs for adults in Hancock County, who are age 50 or older. Council's rules require legislation to be read at three separate meetings before a vote, unless council agrees to suspend the rules. In a letter to council dated May 15, Matt Cordonnier, director of the Hancock Regional Planning Commission, said the center's generator is almost 20 years old and has needed repeated costly repairs. The commission manages the fund on behalf of Findlay. "Because 50 North is an emergency shelter within the city of Findlay and Hancock County, it is imperative for them to have a working generator," said Cordonnier. "In addition, addressing significant safety issues is a priority for 50 North. Currently, there is a deficit in providing a safe environment for staff and community members." He said the new security system will include access control with card readers and intrusion detection. Cordonnier said the Revolving Loan Fund Board approved the project on May 10. The fund's balance is currently $701,417, with an unencumbered balance of $401,417. Cordonnier said he supports the use of the fund for the community development project, and said he is confident that the remaining balance is enough to continue to assist small businesses in Findlay. In April, council agreed to spend $300,000 of the fund to pay for small waterline upgrades in the city. The waterline project is expected to cost about $1 million, including contingency funds, with $181,600 to be spent from the city's water fund. Hohenbrink Excavating LLC, Findlay, won the contract with a low bid of $909,982. Bids were opened on April 4. There were four bidders. The state considers using the revolving loan funds to build public infrastructure meant to serve low-income residents an acceptable use of the grant dollars. Earlier this year, council also approved a $120,000 loan from the fund for Beckett's Burger Bar, a Bowling Green-based restaurant opening at 1801 Broad Ave. The money was used to purchase equipment at the new location.
