A summary of all legislation considered or approved by Findlay City Council during its regular meetings. On Sept. 3: Resolutions 27-2024, one reading only, approving expenditures paid by the auditor's office either made without a purchase order or exceeding the limit of $3,000: $11,000 paid to Spengler Nathanson Law, Toledo, by the law director's office for outside legal counsel. Resolution adopted 10-0. Ordinances 2024-91, third reading, appropriating $1,000 from the city's general fund to pay for certified mailings notifying property owners in the Downtown Findlay Improvement District of renewed assessments to support enhanced public services, and declaring an emergency. Ordinance approved 10-0. 2024-95, third reading, accepting the Covington Greens Subdivision 1st Addition replat #2. Ordinance approved 10-0. 2024-96, third reading, accepting the Dale Park Subdivision final plat. Ordinance approved 10-0. 2024-99, third reading, authorizing the mayor to enter into an agreement with the Hancock Regional Planning Commission and the Ohio Department of Development for services related to the Economic Development Revolving Loan Fund, retroactive to Jan. 1 through 2026, and declaring an emergency. Ordinance approved 10-0. 2024-100, third reading, authorizing the auditor to enter into a contract with MedBen as the third-party healthcare plan administrator for the city, and declaring an emergency. Ordinance approved 10-0. 2024-103, second reading, appropriating $31,500 from the city's capital improvement fund to replace disaster siren poles, as needed, and declaring an emergency. 2024-105, second reading, as amended, authorizing the city's application for a CyberOhio Local Government Grant, and declaring an emergency. The money would be used to test the security of the city's computer network. Motion to suspend council's three-reading rule approved 10-0. Ordinance adopted 10-0. 2024-106, first reading, authorizing city administrators to accept and utilize a $1.2 million grant from the Ohio Department of Transportation for alternative transportation, appropriating the funds, along with $65,000 from the city's capital improvement fund to the I-75/Findlay High School multi-use trail project, and declaring an emergency. The contract will go to the Great Lakes Demolition Company, Clyde, with a bid of $1,075,057. Bids were opened on Aug. 14. There were five bidders. Ordinance adopted 10-0. 2024-107, first reading, appropriating $2,000 from the city's capital improvement fund to advertise for bids to update lighting in the Findlay Municipal Building, 318 Dorney Plaza, and declaring an emergency. 2024-108, first reading, appropriating $100,000 from the city's capital improvement funds for street resurfacing and curb repair, and declaring an emergency. 2024-209, first reading, authorizing the mayor to file for federal Energy Efficiency and Conservation Block Grant funds and sign the agreements, if awarded, and declaring an emergency. The money would be used to install energy-efficient windows at the Findlay Airport, 1615 Gray St.
