On Feb. 4: Resolutions 002-2025, third reading, requesting the Hancock County Auditor to make tax advance payments during the year. Resolutions adopted 10-0. 005-2025, first reading, a resolution stating what services will be provided to the annexation of 37.9 acres in Allen Township, known as the Keller-Keller-Siferd Enterprises, LLC, annexation. 06-2025, first reading, a resolution stating what services will be provided to the annexation of 7.88 acres in Liberty Township, known as the Northtowne Condominium Villas annexation. 07-2025, one reading only, commending former Law Director Donald Rasmussen for 41 years of service to the city of Findlay. Resolution adopted 10-0. 08-2025, one reading only, approving expenditures paid by the auditor's office either made without a purchase order or exceeding the limit of $3,000: $5,625 paid by the law director to Vorys, Sater, Seymour and Pease LLP, Columbus, for legal services. Resolution adopted 10-0. Ordinances 2025-004, third reading, amending the membership rules of the Findlay Airport Advisory Board, and declaring an emergency. Ordinance approved 10-0. 2025-006, second reading, transferring a $3 million grant from the Ohio EPA H2Ohio Fund and appropriating and transferring $200,000 from the city's Sewer Fund to the Spring Lake Sanitary Upgrade, and declaring an emergency. 2025-007, second reading, transferring $285,000 in funds for capital improvement projects already approved or underway, authorizing city administrators to enter into contracts, and declaring an emergency. 2025-008, second reading, appropriating $5.3 million for the rehabilitation of Taxiway 7-25 at the Findlay Airport, 1615 Gray St., and declaring an emergency. Funding is being appropriated from federal and state grants, with $275,000 from the city's Capital Improvement Fund. 2025-010, second reading, appropriating $7,100 from the general fund to cover the cost of new radios for the Findlay Police Department, and declaring an emergency. Motion to waive council's three-reading rule approved 8-2, with council members Jeff Wobser, R-at-large; and Holly Frische, R-1, opposed. Ordinance approved 10-0. 2025-011, second reading, authorizing the service-safety director to enter into a three-year contract with Camp Software, Inc., Merrimack, New Hampshire, for point-of-sale software for the Findlay Airport for $535 per month, and declaring an emergency. Motion to waive council's three-reading rule approved 8-2, Wobser and Frische opposed. Ordinance approved 10-0. 2025-012, second reading, establishing the use and monetary accounting of road salt between the city of Findlay and Findlay City Schools, and declaring an emergency. Motion to waive council's three-reading rule approved, 8-2, with council members Grant Russel, R-at-large, and Frische opposed. Ordinance approved 9-1, with Frische opposed. 2025-013, first reading, renewing the agreement with the Findlay Family YMCA, 300 E. Lincoln St., for the operation of Riverside Park Pool, 231 McManness Ave., and declaring an emergency. 2025-014, first reading, renewing the agreement with Hancock Public Health to provide backflow testing and repair of all city-owned facilities, and declaring an emergency. 2025-015, first reading, renewing an agreement with the Ohio State Historic Preservation Office for Housing and Urban Development (HUD)- funded programs, and declaring an emergency. 2025-016, first reading, amending Findlay's zoning code to allow for selling, processing and cultivating marijuana within city limits. 2025-017, first reading, appropriating about $1.3 million for the resurfacing of Melrose Avenue, from Broad Avenue to Main Street, and Board Avenue, from Melrose Avenue to Trenton Avenue, and declaring an emergency. A grant from the Ohio Department of Transportation is expected to pay 80% of the construction cost, up to $1,057,374. The balance of $240,000 will be paid from the city's capital improvement fund. 2025-018, first reading, appropriating $85,000 from the city's water fund to reimburse the Ohio Department of Natural Resources for upsizing a waterline extension to Van Buren State Park, Van Buren Township Road 218, at the request of the city, and declaring an emergency. 2025-019, first reading, authorizing city administrators to engage in maintenance and improvement efforts in partnership with the Downtown Findlay Improvement District.
