A summary of all legislation considered or approved by Findlay City Council during its regular meetings. On Feb. 18 Resolutions 005-2025, second reading, a resolution stating what services will be provided to the annexation of 37.9 acres in Allen Township, known as the Keller-Keller-Sieferd Enterprises, LLC, annexation. 06-2025, second reading, a resolution stating what services will be provided to the annexation of 7.88 acres in Liberty Township, known as the Northtowne Condominium Villas annexation. 09-2025, one reading only, commending the Flag City Phantoms Football Team for its successful 2024 semi-pro football season, and its win of the U.S. Football Association 2A Orange Blossom Bowl National Championship. Resolution adopted 9-0, with Councilwoman Beth Warnecke, R-3, absent. Ordinances 2025-006, third reading, transferring a $3 million grant from the Ohio EPA H2Ohio Fund and appropriating and transferring $200,000 from the city's Sewer Fund to the Spring Lake Sanitary Upgrade, and declaring an emergency. Ordinance approved 8-1, with Councilwoman Holly Frische, R-1, opposed. 2025-007, third reading, transferring $285,000 in funds for capital improvement projects already approved or underway, authorizing city administrators to enter into contracts, and declaring an emergency. Ordinance approved 9-0. 2025-008, third reading, appropriating $5.3 million for the rehabilitation of Taxiway 7-25 at the Findlay Airport, 1615 Gray St., and declaring an emergency. Funding is being appropriated from federal and state grants, with $275,000 from the city's Capital Improvement Fund. Ordinance approved 9-0. 2025-013, second reading, renewing the agreement with the Findlay Family YMCA, 300 E. Lincoln St., for the operation of Riverside Park Pool, 231 McManness Ave., and declaring an emergency. 2025-014, second reading, renewing the agreement with Hancock Public Health to provide backflow testing and repair of all city-owned facilities, and declaring an emergency. 2025-015, second reading, renewing an agreement with the Ohio State Historic Preservation Office for Housing and Urban Development (HUD)-funded programs, and declaring an emergency. Motion to suspend council's three-reading rule approved 9-0. Ordinance approved 9-0. 2025-016, second reading, amending Findlay's zoning code to allow for selling, processing and cultivating marijuana within city limits. 2025-017, first reading, appropriating about $1.3 million for the resurfacing of Melrose Avenue, from Broad Avenue to Main Street, and Board Avenue, from Melrose Avenue to Trenton Avenue, and declaring an emergency. A grant from the Ohio Department of Transportation is expected to pay 80% of the construction cost, up to $1,057,374. The balance of $240,000 will be paid from the city's capital improvement fund. Motion to suspend council's three-reading rule approved 8-1, with Frische opposed. Ordinance approved 9-0. 2025-018, second reading, appropriating $85,000 from the city's water fund to reimburse the Ohio Department of Natural Resources' upsizing for a waterline extension to Van Buren State Park, Van Buren Township Road 218, and declaring an emergency. 2025-019, first reading, authorizing city administrators to engage in maintenance and improvement efforts in partnership with the Downtown Findlay Improvement District. 2025-020, first reading, accepting a $15,000 grant from the Hancock County Park District's Community Park Improvement Grant Program. Motion to suspend council's three-reading rule approved 9-0. Ordinance approved 9-0. 2025-021, first reading, appropriating $150,000 from the city's capital improvement plan for the purchase of a new roll-off truck for the street department. 2025-022, first reading, an agreement with the Hancock County Board of Commissioners that will transfer ownership of 12 riverfront properties to the city. The properties are located north of Clinton Court and were purchased with flood mitigation funds. 2025-023, first reading, and agreement with the Hancock County Board of Commissioners that will transfer the owners of two downtown parking lots to the county. One lot is located at the corner of West Hardin Street and South Cory Street. The second lot is a block east, also on West Hardin Street. 2025-024, first reading appropriating $100,000 from the city's share of the OneOhio lawsuit settlement to the Hancock County Board of Alcohol, Drug Addiction and Mental Health Services to support mental health services provided by ADAMHS to Findlay City Schools. Motion to suspend council's three-reading rule approved 8-1, with Frische opposed. Ordinance approved 8-1, with Frische opposed. 2024-025, first reading, establishing that city assistance to other public entities with labor or equipment must be for a public purpose and approved by council. The ordinance will require reimbursement to the city for the expense.
