A summary of all legislation considered or approved by Findlay City Council during its regular meetings. On March 18: Resolutions 010-2025, third reading, stating city services to be provided to Greenbrier Holdings, Ltd and Maurer Rentals, LLC, South Main Street, annexation of 9.17 acres in Liberty Township. Resolution adopted 10-0. Ordinances 2025-016, third reading, amending Findlay's zoning code to allow for selling, processing and cultivating marijuana within city limits. Ordinance approved 8-2, with council members Holly Frische, R-1, and Randy Greeno, R-at-large, opposed. 2025-022, third reading, an agreement with the Hancock County Board of Commissioners that will transfer ownership of 12 riverfront properties to the city. The properties are located north of Clinton Court and were purchased with flood mitigation funds. Vote to postpone until April 1 regular council meeting approved 9-1, with Councilman Jim Niemeyer, R-6, opposed 2025-023, third reading, and agreement with the Hancock County Board of Commissioners that will transfer the owners of two downtown parking lots to the county. One lot is located at the corner of West Hardin Street and South Cory Street. The second lot is a block east, also on West Hardin Street. Vote to postpone until April 1 regular council meeting approved 9-1, with Councilman Jim Niemeyer, R-6, opposed 2025-025, third reading, establishing that city assistance to other public entities with labor or equipment must be for a public purpose and approved by council. The ordinance will require reimbursement to the city for the expense. Ordinance approved 9-1, with Councilwoman Holly Frische, R-1, opposed. 2025-026, second reading, appropriating $1,100 from the general fund to the Civil Service for personnel expenses, and declaring an emergency. 2025-027, second reading, appropriating $1.1 million from the capital improvement fund to the 2025 street resurfacing and curb repair project, and declaring an emergency. Motion to suspend council's three-reading rule approved 9-1, with Frische opposed. Ordinance approved 10-0. 2025-029, second reading, appropriating $35,000 from the capital improvement fund to the Broad Avenue Bike Path Project, and declaring an emergency. 2025-031, first reading, authorizing city administrators to seek proposals and enter into contracts for the Miracle Field Fitness Park Project, appropriating $250,000 in Community Block Development Grant funds to the project and declaring an emergency. Motion to suspend council's three-reading rule approved 10-0. Ordinance approved 10-0. 2025-032, first reading, appropriating $2.1 million to the city's first round of capital improvement projects of 2025, and declaring an emergency. 2025-33, first reading, appropriating $27,604 from an insurance settlement and $45,000 from the sewer fund to replace a sewer maintenance vehicle, and declaring an emergency. 2025-34, first reading, appropriating $400,000 from an Ohio Roadwork Development Grant and $120,000 from the city's capital improvement fund to purchase equipment for the redesign of the Western Avenue and Sandusky Street intersection to accommodate new traffic signals, and declaring an emergency.
