On Oct. 21: Resolutions 023-2025, third reading, stating what services the city will provide to the Cole County Road 212 Annexation, including 48.98 acres situated in Allen Township. Resolution adopted 9-1, with Councilwoman Holly Frische, R-1, opposed. 024-2025, third reading, stating what services the city will provide to the Bright Road and Westgate Drive Annexation, including 5.63 acres situated in Marion Township. Resolution adopted 10-0. 027-2025, first reading, appropriating a surplus from Findlay Municipal Court's mediation fund for $75,000 to the court's electronic imaging fund, and $75,000 to its computerization fund. Motion to suspend council's three-reading rule approved 10-0. Resolution adopted 10-0. Ordinances 2025-117, third reading, appropriating $591,000 from an Ohio Public Works Commission grant and $490,000 from the city's water fund for the Morrical Waterline Replacement Project, awarding the contract to Helms and Sons Excavating, Inc., Findlay, and declaring an emergency. In a bid opening held Sept. 9, Helms and Sons Excavating, Inc., was the lowest of six bidders, with a bid of $952,147. A total of $50,000 has already been appropriated to the project for surveying, design and bid advertisement. Ordinance approved 10-0. 2025-119, as amended, third reading, appropriating $25,000 per year for the next five years as a donation to the Hancock Hardin Wyandot Putnam Community Action Commission for the establishment and operation of a microtransit service within the city by HATS, and declaring an emergency. Ordinance approved 10-0. 2025-120, second reading, appropriating $38,845 from the general fund to replace a police vehicle, and declaring an emergency. The total cost of replacing the vehicle will be $60,000. An insurance settlement of $17,689 will cover the balance needed. Motion to suspend council's three-reading rule approved 9-1, with Frische opposed. Ordinance approved 10-0. 2025-121, second reading, appropriating $14,112 for six "small escape" airline respirators for the Findlay Fire Department, and declaring an emergency. The department has received a $12,829 grant from the Federal Emergency Management Agency's Assistance to Firefighters Grant Program. An additional $1,282 will be appropriated from the city's capital improvement fund. Motion to suspend council's three-reading rule approved 10-0. Ordinance approved 10-0. 2025-124, second reading, appropriating $30,000 for the Tappan Street sanitary sewer project in the West Park subdivision, and declaring an emergency. Quotes were solicited by the city's Engineering Office, with three quotes received. The lowest and best proposal was received from Rocky Edge Excavating, Findlay, for $76,855. The work will complete the final two properties on Tappan Street that remain on home septic systems. About $60,000 remains in the project budget. The additional money is needed to contract the project and provide for a contingency. 2025-125, second reading, appropriating $185,000 from the city's water fund to contract for the Edgehill Road waterline replacement project and provide a contingency, and declaring an emergency. A bid opening was held on Aug. 21, with 10 bidders. Hohenbrink Excavating, Findlay, submitted the lowest and best bid of $185,123. A total of $50,000 has already been appropriated to the project for surveying, design and bid advertisement. 2025-126, second reading, authorizing the city auditor to make payroll deductions for employees who have elected to enroll in the Health Savings Account, and declaring an emergency. Motion to suspend council's three-reading rule approved 9-1, with Councilwoman Beth Warnecke, R-3, opposed. Ordinance approved 10-0. 2025-127, second reading, appropriating funds for two Community Development Block Grant projects, including $222,000 for the Melrose Avenue Multiuse Path and $386,500 for the Carnahan Avenue storm sewer replacement, and declaring an emergency fund. Motion to suspend council's three-reading rule approved 9-1, with Frische opposed.
