Resolution approved 8-2, with councilmen Rodney Phillips, R-6, and Dan DeLong, R-7, opposed. 022-2026, third reading, authorizing the mayor to execute an agreement with Findlay Hope House for the Homeless, Inc. to provide fair housing services for Findlay residents retroactive to Jan. 1. Resolution adopted 10-0. 024-2026, one reading only, appointing Cole M. Thomas as an assistant city law director. Resolution adopted 10-0. 025-2026, first reading, authorizing city administrators to file an application for Community Development Block Grant (CDBG) grant funds and, if awarded, to sign a grant agreement with the Ohio Department of Development, and declaring an emergency. 026-2026, first reading, authorizing the mayor to accept the $24 million FEMA Flood Mitigation Assistance, appropriating the grant funds, and declaring an emergency. The appropriation directs $19 million to the Eagle Creek Basin project and $5 million to Phase 2 Benching. The local required match of about $22.8 million has already been satisfied through prior mitigation expenditures. Motion to waive council's three-reading rule approved 10-0. Resolution adopted 10-0. Ordinances 2026-046, third reading, appropriating $400,000 from the Severance Payout Reserve Fund to the Severance Payout Reserve to cover retirement settlements for employees whose written retirement notices were received after the 2026 budget was prepared, and declaring an emergency. Ordinance approved 10-0. 2026-051, third reading, authorizing the mayor to enter into an agreement with the Hancock Regional Planning Commission to facilitate and prepare the CDBG Program for the years 2026 and 2027, retroactive to Jan. 1. Ordinance approved 10-0. 2026-053, third reading, memorializing the expenditure of public funds for fiscal year 2026 for approved public purposes, and declaring an emergency. Ordinance approved 10-0. 2026-055, second reading, authorizing the sale of the former fire station at 401 N. Main Street, along with its adjacent parking area, through a sealed-bid auction. 2026-056, second reading, authorizing the city to seek bids and enter three-year leases beginning in 2027 for about 181 acres near the airport, 64 acres near the reservoirs and 23 acres on Carlin Street, and declaring an emergency. 2026-057, second reading, authorizing city administrators to advertise for bids and enter into contracts, with option years, for the purchase of the materials, chemicals and service agreements needed by the various departments beginning Jan. 1, and declaring an emergency. 2026-058, second reading, zoning the Cole (County Road 212) annexation as "I-1 Light Industrial." 2026-059, second reading, accepting the annexation of about 46 acres located in Marion Township, known as the Shady Grove annexation. 2026-060, second reading, zoning the Shady Grove annexation as "M-2 Multi-Family High Density." 2026-061, second reading, zoning five acres in the Westgate Drive/Bright Road annexation as a mix of "C-2 General Commercial" and "R-1 Large Lot Residential." 2026-062, first reading, authorizing the city administrators to advertise for bids, where required, and enter into contracts for the construction of various projects in accordance with the 2026 department equipment list, appropriating and transferring $271,000 from the Capital Improvement Fund, $920,000 from the Water Fund and $50,000 from the Sewer Fund's stormwater account, and declaring an emergency. 2026-063, first reading, appropriating $1,201 from the General Fund to the Mayor's Office for costs associated with the Hometown Hero Banner Program, and declaring an emergency.
